I love playing dress-up with villains. Especially mad scientists. 
The funny thing about Wily is he already dresses casually, just remove the coat and tie.
With Eggman I'm betting no matter how casual he dressed he'd still be somewhat fancy looking.
For Cortex I could see him wearing something from the local dollar store. Totally slum it with the cheapest clothes he could find.
Quick doodles. Nothing fancy (literally). I'm just having fun with my favorite baddies.
