Ladies and gentlemen, it's Freaky Fred from the 'Courage the Cowardly Dog' cartoon! If you've ever seen the Freaky Fred episode of Courage you know Fred here is an insane barber who enjoys shaving people and animals for no appearant reason at all. He's not homocilidal or anything, just really loves shaving everyone.
